  18. <p>     Interstate 75, a four-lane divided highway that crosses the
  19. Hiwassee River 35 miles north of Chattanooga, is notoriously
  20. prone to sudden fog. But the warning signs and flashing yellow
  21. emergency lights did not help last week when a gigantic
  22. chain-reaction pileup developed in the highway's gloom.
  23. Vehicles smashed into each other in all four lanes. "We
  24. couldn't see, but we knew there was something terrible
  25. happening around us," recalled motorist Sylvia Fine, who could
  26. hear the crunching sound of steel striking steel.
  27. </p>
  28. <p>     When rescuers finally fought their way through the fog and
  29. the wreckage, they found 83 damaged cars and trucks strung
  30. along a half-mile stretch of the Interstate. Thirteen people
  31. were killed and 50 hurt in the ill-fated roadway's third--and
  32. worst--major pile up since 1978. Frightened local motorists
  33. and truckers could only wonder: How many next time?
